Reading Flood Risk in the Lake Houston Area

Most flood pages for this area do one of two things. They reassure you that most of the area didn't flood, or they alarm you. Neither one helps you decide about a specific house.
This page is built around a narrower question. What do you actually know about this address, and what are you still guessing at?
Nothing here says any area, street, or property is safe. That isn't a claim this page will make, because the available data doesn't support it.
How this page is sourced, and why that matters
I wasn't here for Harvey. I moved to Kingwood recently, so I don't have first-hand experience with flooding in this area. What I have is the stories people tell me, the reports, and the coverage of the aftermath.
So I'm not going to write like I watched it happen. Every claim on this page is sourced to the Harris County Flood Control District, FEMA, or the San Jacinto River Authority, and linked so you can check it yourself.
That note is the argument of this page, not a disclaimer in front of it. A guide written from memory of one storm inherits the limits of one memory. A guide built from the agencies' own published work can be checked line by line by anyone who follows the links, and it can tell you where those agencies say their own information runs out. Everything below is the second kind.
The map is a starting point, not an answer
A FEMA flood zone describes a modeled probability for a mapped area. The zones that come up most here:
- Zone AE. Inside the 1% annual chance floodplain, with a determined Base Flood Elevation. Federally backed mortgages require flood insurance.
- Zone A. Inside the same floodplain, but no Base Flood Elevation was determined. Less study, not less risk.
- Zone X (shaded). Between the 1% and 0.2% annual chance floodplains. No federal insurance requirement.
- Zone X (unshaded). Outside the mapped 0.2% floodplain.
Maps are published at the FEMA Flood Map Service Center, which FEMA describes as the official public source for flood hazard information supporting the National Flood Insurance Program. You can search a specific address there.
Two things the Service Center tells you itself, which most summaries leave out. Information you download "may change or become superseded by new maps over time", so a map is a snapshot with a date on it. And the Harris County Flood Education Mapping Tool is easier to read for a single parcel, but it states plainly that it "is not the effective FIRM". Use it to orient yourself. Use the Service Center for the map of record.
"100-year flood" causes more confusion than any other term
It doesn't mean once per century. It means a 1% chance in any given year, independently, every year. Two in three years is unremarkable rather than impossible.
HCFCD puts the corollary plainly. The 1-percent annual chance floodplain "does not represent Hurricane Harvey or any other specific historic storm". It's a modeled probability, not a memory of the worst thing that happened. HCFCD also says Harvey "was not the worst flooding event for every neighborhood, watershed, or property", which is worth holding onto if 2017 is your only reference point.
What changed after Harvey
There is now a second map, and it isn't law yet. This is the most important thing on this page, and almost nobody explains it correctly.
Harris County Flood Control District has rebuilt the county's flood maps through MAAPnext. Initiated in 2019, HCFCD calls it "the most comprehensive flood risk study ever conducted in Harris County" and "the most comprehensive update since 2007". 2007 is when the previous countywide effort produced new FEMA rate maps.
Its inputs, in HCFCD's own list: updated rainfall from NOAA Atlas 14, 2018 terrain and LiDAR data captured at "nine times more detail than before", 2018 impervious cover and land use data, new 1D/2D hydrologic and hydraulic modeling, and historical storm information.
It maps three different things. Riverine flooding from bayous and creeks. Coastal flooding. And community flooding, which HCFCD defines as what happens "when intense rainfall overwhelms local drainage systems such as streets, storm sewers, and roadside ditches". That third category is what most Lake Houston conversations are actually about.
The modeling change matters more than the rainfall change, and it's the part that applies here. Older maps leaned on one-dimensional modeling, which follows water along a defined path: a bayou, a ditch, a creek. MAAPnext uses "hybrid 1D and 2D models" that simulate water moving across neighborhoods, and it explicitly aims to improve how HCFCD predicts "water flow and ponding".
Read that again with a specific street in mind. Water collecting on flat ground away from any waterway is the kind of flooding people here describe, and older maps were never built to depict it. The new maps are trying to model the thing residents actually experienced.
The status, stated exactly
This is where most coverage goes wrong in one direction or the other. HCFCD's own words:
Map Status: Draft. MAAPnext flood maps are currently in draft form and are being shared for informational and educational purposes only. Draft maps are provided for awareness only and are not open for formal comments or appeals. These draft maps are not final, cannot be used for insurance or regulatory decisions, and are not open for public comment at this time.
What comes next, per HCFCD. FEMA is anticipated to release Preliminary Flood Insurance Rate Maps after completing its federal review, and a formal public review and appeal period follows that. Only after all of it do maps become effective. The timing depends on FEMA's schedule, not the county's.
There's a consequence worth knowing now, again in HCFCD's framing. While these maps won't themselves set flood insurance rates, they may affect which properties are required to carry flood insurance once they become effective.
So neither "ignore it" nor "your zone changed". There's a second map. It's better science. It isn't law, and it won't be for a while.

What HCFCD says its own maps cannot do
This is the most useful passage on the whole subject, and it comes from the agency itself:
However, no flood map can include every real-time or future condition. MAAPnext does not automatically reflect projects that are still planned, under design, under construction, or completed after the project's modeling cutoff unless those projects were submitted, reviewed, and incorporated into the mapping process. It also does not replace site-specific engineering, local drainage studies, finished-floor elevation surveys, or official determinations made by FEMA, a lender, an insurance provider, or a local floodplain administrator.
Two things follow. Neither is a criticism, since the agency states both itself.
The terrain and impervious-cover inputs are from 2018. Everything built in the Lake Houston area since then, every slab poured and every acre paved, is missing from that layer unless it was separately submitted and incorporated. Even the newest and best-science map doesn't fully reflect development that happened while it was being produced. Nobody can engineer that away. It's just what mapping a place that keeps changing looks like.
A map also isn't a determination. Those come from FEMA, a lender, an insurance provider, or a local floodplain administrator. It's worth knowing who that last one is. HCFCD says there are 35 floodplain administrators in the county, and that the Harris County Flood Control District is not one of them. In unincorporated areas it's the County Engineer's office. The agency that built the maps doesn't make the call on your address.
On the scale of the change, I'm deliberately not giving you a number. Figures circulating for how much floodplain the new maps add vary widely, they come from commercial sources, and they contradict each other. HCFCD hasn't published a headline magnitude figure I can cite. So the honest statement is that the direction is toward more mapped risk and the scale isn't settled yet. An unsourced number on a page like this gets repeated for years.
Insurance stopped being priced off the zone
FEMA's Risk Rating 2.0 prices a policy on the individual property, including the cost to rebuild, rather than on which side of a zone line it falls. In practice that means two houses in the same zone on the same street can price very differently, and being outside a mapped floodplain doesn't make a policy cheap.
Pair that with a figure HCFCD publishes directly: more than 25% of all flood insurance claims come from properties in moderate- or low-risk areas. Being outside the high-risk zone isn't the same as being outside the risk.
Texas tightened seller disclosure
The seller's disclosure notice under Texas Property Code section 5.008 asks specific questions about flood history, floodplain location, and prior claims. Read what it asks. Then notice what it doesn't.
The reservoirs, without the mythology
Two water bodies drive most of the confusion here.
Lake Conroe, upstream on the West Fork of the San Jacinto. The San Jacinto River Authority's Lake Conroe Division says its primary job is operating and maintaining the Lake Conroe Dam and Spillway.
Lake Houston, downstream, the area's water supply, with facilities operated under contract by the Coastal Water Authority.
Neither is a flood-control reservoir in the way people assume. Their release structures exist to pass storms through safely, not to hold a storm back.
How the two should be operated together is an open question, and it's being actively studied right now. The Lake Conroe and Lake Houston Joint Reservoir Operations Study is funded through a Texas Water Development Board grant with a 50% local match shared by the City of Houston and the City of Humble. Two cities and a river authority are paying to answer it.
That's worth sitting with. The joint operating question isn't settled, and the people responsible for the reservoirs are the ones saying so. Anyone who tells you the reservoir behavior above your address is a known quantity is ahead of the agencies that operate them. Related work is tracked under SJRA's flood management projects.
What buyers ask
Has this house ever flooded?
This is the first thing almost everyone asks, and it's the right question. It's also the one with the least satisfying answer, because there is no single record you can look up that tells you whether a specific house has taken water.
What exists is a set of partial answers. The seller's disclosure covers what the seller knows. A flood insurance claim history covers what was claimed, which is not the same as what happened. Neighbors remember some of it. None of these is complete on its own, and the honest approach is to collect several and see whether they agree.
Is it in the floodplain?
Straightforward to look up, and worth understanding what the answer actually means. Being outside the mapped floodplain is not the same as not flooding, and Harris County's own material makes that point: more than 25% of flood insurance claims come from properties in moderate or low risk areas.
There's a second wrinkle right now. The county is rebuilding its maps, so for a lot of addresses there are currently two answers, the effective FEMA map and the MAAPnext draft. They don't always agree. That's covered further down.
Where is the floodplain?
See the map is a starting point above for where the maps live and how to read one.
"The seller says it's never flooded." Is that good enough?
No. Always verify.
Not because sellers lie, though occasionally one does. The disclosure records what the current seller knows about their own time in the house. A prior owner's flooding may never have been passed along. Water that came in and got cleaned up without an insurance claim leaves no paper trail. And a house that's fine in every storm it has personally experienced hasn't proved anything about the storms it hasn't.
The disclosure is a real piece of evidence and you should read it carefully. It just isn't the whole answer, and it was never designed to be.
One more thing that matters for reading an address. River-driven flooding and rainfall-driven street flooding are different hazards. A home can sit well away from the river and still take water because the drainage system can't keep up during sustained rainfall. Elevation relative to the river tells you about the first and very little about the second.
What "never flooded" does and does not mean
It's the most common sentence in a listing conversation here, and it carries less information than it appears to.
It's a statement about the past. It isn't a prediction.
What it can mean: no water entered the structure while the seller owned it.
What it doesn't establish:
- That water never reached the property before they owned it.
- That the yard, garage, or slab edge stayed dry. "Flooded" usually means finished living space.
- That drainage upstream is unchanged. Development alters where water goes.
- That the property has been tested. A house that hasn't seen a Harvey-scale event has an untested record, not a proven one.
None of that makes the phrase worthless. It makes it one input, from one owner, over one window of time.
How to read one specific address
In order, because each step changes what the next one means.
- Pull the map of record at msc.fema.gov. Note the zone and the panel date.
- Cross-check the parcel on the Flood Education Mapping Tool, remembering it isn't the effective FIRM.
- Check for revised mapping through MAAPnext. A pending change is information you can act on before it's adopted.
- Find the elevation. An Elevation Certificate, where one exists, is the most useful document in this process. It turns an abstract zone into a measured height.
- Read the seller's disclosure, then ask directly about water that didn't enter the structure.
- Get a real insurance quote before the option period ends. Under Risk Rating 2.0 the quote is property-specific, and it's the only number that reflects how the market prices this house today.
- Look at the drainage, not only the floodplain. Where does water go when the storm sewer is at capacity?
What I did when I bought
I bought a house in Kings Point. Here's what I actually did, which is less than what I'd have a client do.
I pulled the flood map layer in MLS. It came back Zone X, outside the 100-year and 500-year floodplains, and the 500-year line sat down at the end of the cul-de-sac. Our lot is up on a hill, clearly above it. That was a strong visual and it's the evidence I weighted most heavily. The seller's disclosure said no flooding. I didn't get a flood insurance quote, and I didn't need an elevation certificate.
That was a personal risk decision about my own house, not a professional assessment, and I want to be clear about the difference. I'm not an engineer and I don't evaluate flood risk for a living. I looked at what I had, decided I was comfortable, and bought it. I'm not going to pretend I ran a full workup, because I didn't.
What I found when I went back
Writing this page, I checked my own address against the MAAPnext draft, which I hadn't done as a buyer. It agrees. The draft maps put my lot in the low risk area, same as the effective map does.
Two things I noticed anyway.
The effective flood zone on my house comes off FEMA panel 48201C0320L, dated June 2007. That's the map Kingwood has been using ever since, and it predates Harvey, the Tax Day flood, and Imelda. It's the map MAAPnext is being built to replace. When a listing tells you a flood zone, that's usually where the number came from.
And the flood map tool I relied on carries its own disclaimer, telling users it's informational only and isn't meant to satisfy regulatory requirements. It's a starting point. It is not a determination, and it doesn't claim to be.
What I'd tell you to do
If you're looking at a specific address, here's the order I'd go in.
Start with the current effective FEMA zone, then open the MAAPnext draft and compare. The MAAPnext map has a Mapping Change Comparison toggle that shows you both at once, which is faster than flipping between them.
Read the seller's disclosure, specifically the flood questions.
Call your insurance agent and ask for a quote. The number tells you something, and so does how easily you get one.
Consider an elevation certificate, especially if the two maps disagree or the property sits near a boundary.
And if you're financing, your lender runs its own flood determination as part of closing. That's a check you're already paying for, so ask them what came back.
The honest part
Flood risk here isn't binary, and anyone offering you a clean yes or no is compressing something they don't know.

None of them tells you how the reservoirs upstream will be operated together in the next big storm, because that's an open question with funded work underway. It's the largest genuinely unresolved variable in this market, and no listing page can close it for you.
Where those four agree, you can be reasonably confident. Where they disagree, that disagreement is the finding, and it's worth understanding before you remove an option period rather than after.
People want a yes or a no. I get it. You're about to spend a lot of money and you'd like someone to tell you it's fine.
Here's the honest version. Harris County is rebuilding its flood maps from scratch right now. Two cities and a river authority are paying for a study on how the reservoirs should be operated together. The county publishes its own list of what its mapping doesn't account for. The people whose actual job this is are still revising what they think they know.
So if someone hands you a one-word answer about an address in Kingwood, they're telling you about their confidence, not your risk.
What I can do is show you what the current data says about a specific address, what the draft data says, where those two disagree, and what nobody knows yet. Then you decide, with better information than most people have.
